The R815,000 "Shack Toilet": DA Exposes Alleged R24 Million Sanitation Scandal in Evaton

Value or Vanity? DA Flags "Hallmarks of Corruption" in R24m Evaton Toilet Project

Political Oversight • May 9, 2026

The Democratic Alliance (DA) has sounded the alarm over a sanitation project in Evaton, alleging that individual "shack toilets" were billed at nearly R1 million each.

A cloud of controversy has settled over the Gauteng Department of Human Settlements and the Emfuleni Local Municipality following a scathing oversight visit by DA leadership. At the center of the dispute is a R24 million sanitation initiative in Evaton, which the opposition claims displays clear signs of systematic corruption and financial mismanagement.

The Project by the Numbers

  • Total Expenditure: Allegedly R24,000,000.
  • Unit Count: 30 newly installed sanitation structures.
  • Cost Per Unit: Approximately R815,000 per "shack toilet."
  • Features: Four toilets, two shower taps, and solar panels per structure.

"Shack Toilets" vs. Brick and Mortar

DA mayoral candidates and representatives have questioned the valuation of the structures, which are described as being built with lightweight materials rather than durable brick and mortar. Residents on the ground have echoed these concerns, with some alleging that their existing, functional toilets were removed without consultation to make way for the new, expensive units—many of which remain unused.

"The materials do not match the cost being claimed," one resident stated during the media briefing. "It would have been better to build more durable brick structures if that much money was actually available."

“This project displays all the hallmarks of corruption. We are looking at structures that do not justify the massive amount of public money spent while vulnerable communities continue to suffer.” — DA Oversight Team

Legal Action and Blacklisting

The DA has announced that it will not let the matter rest. The party intends to open a formal criminal case against both the provincial department and the local municipality. Furthermore, they are seeking to have the contractors involved in the project blacklisted from future government work, insisting on full accountability for the R24 million price tag.

As the election season intensifies, the Evaton toilet project is likely to remain a focal point of debate regarding service delivery and the transparent use of taxpayer funds in the Vaal area.
